57-1   Higher per Capita Money Grants
That this congress go on record as recommending that a continuing study of the per capita educational needs be made and presented through military channels to the legislative liaison officers of the respective services for their further study and analysis for ultimate presentation to the appropriate Congressional committee and/ or Bureau of the Budget
     
72-1   Relationship of the PTA with Local Military Leaders
That ECAPT firmly establish in writing with the appropriate authorities the relationship of the PTA with the local community leader and others, if any, military organizations.
     
72-3   PTAs furnishing Constitutions
That ECAPT require each local PTA to furnish a copy of their current constitution to ECAPT and to provide a sample European PTA constitution to local PTAs on request, and to allow local PTAs to review constitutions on file at ECAPT headquarters.  The same constitution should provide helpful hints such as; limitations as to who is authorized to commit the PTA signature for goods and services; Executive Boards cannot commit a future Board to an expenditure of funds; and when is the best time of year to elect and install new officers.
     
72-3   Inadequate Plant and School Equipment
That ECAPT Go on written record to USAREUR and the National PTA that the physical plant and school equipment and playground equipment are not adequate in USAREUR, and a survey be made of some if not already done so, furnished to ECAPT if it does not meet standards and that necessary corrective action be taken such as requesting and following up on funds requests, advising the community as to the five year plans and the priorities.
     
72-4   School Bus Problem
That the school bus problem in USDESEA be thoroughly reviewed from the standpoints of: number of buses, age of buses, capacity of buses, maintenance of buses, spare parts for buses; and to determine problem areas and then solve them.
     
72-5   Food Preparation and Management
That ECAPT with the assistance of the National PTA request a team of CONUS experts from government and/or industry activities in the areas of food preparation and management; survey school lunch programs in USDESEA to maximize the efficiency of operation and management.

That a race relations program be developed by someone to present to PTA meetings.  The program should be directed toward the relationship of children, parents, and the school.
